SBIR Research: Performance Based Support Model

Total Quality Systems (TQS), a business division of AES, has successfully bid and is presently conducting SBIR research to develop a process that exploits technology advances in models and tools to modernize logistic processes that provide decision support for Integrated Product Teams (IPT). These processes will help to overcome the challenges that have impeded broader application of Performance Based Acquisition (PBA) opportunities.

For several years, since Defense policies have promoted PBA in lieu of traditional Military Specification definition of requirements, logistic support teams have struggled with the realities of applying these revolutionary concepts to fielded weapon systems. In the past, when a part or assembly failed a lot, the government usually bought more identically configured items from the same vendor.

This business model tends to reduce competition and degrade mission readiness as well as exacerbate both cost and obsolescence. However, the challenges of redefining the functional interfaces required for a PBA, defining functional, environmental, integration and acceptance testing, while maintaining configuration and operational safety, suitability and effectiveness (OSS&E), are daunting.

The models and tools to be demonstrated in the prototype phase will effectively and efficiently define functional interfaces for each higher assembly from discrete part up to the line replaceable unit. The resulting process forms the basis for managing testing, controlling configuration, providing lifecycle logistical support and ensuring (OSS&E).
